Career-Technical Education Assessment System

Secondary Career-Technical Education programs require career field pathway end-of-course tests. A few pathway programs are awaiting development of end-of-course tests and are therefore using tests based on individual modules. All career-technical education tests are developed and administered by The Ohio State University, Center on Education and Training for Employment through a proprietary system called WebXam©.

Each student who completes a VT, VP, or VN (FCS) course should participate in an end of course assessment (WebXam) as identified in the program and assessment matrix. Completion of a course is defined as a student who sits for 90% or more of the course and/or earns full or partial credit. Students who were unsuccessful in meeting the minimum proficient assessment score for a course in which the student is currently or had been enrolled may be provided an opportunity to retake.

WebXam end-of-course assessments may be retaken in the same school year by any career-technical education student currently enrolled or previously enrolled in a course with a testing requirement. Students should be provided an opportunity to retest after allowing for additional instruction time. This enhances opportunities for students to demonstrate technical skills attainment for the purpose of graduation and report cards. The policy for WebXam same-year retakes includes:
  • Students may take an end-of-course test no more than twice per academic school year (each school year begins July 1 and ends June 30).
  • A retake must be scheduled at least 30 days after the previous assessment was performed.
  • Field-Tests may be retaken based on the Field-Test Retake Policy


Graduating Student Field-Test Retake Policy

Students graduating in the current academic year and intending to use the WebXam Graduation Option may retake Field-Tested WebXam Assessments one time after the assessments forms have been finalized beginning on the "Target for Field Test Finalization" date on the WebXam Calendar. This option does not require thirty days between retakes and is only available to graduating students who took the field test.

Career-Technical PATHWAY END-OF-COURSE PRETEST

The use of pretests is recognized by the Ohio Department of Education as a method to help document student gain along with the observations and measurements conducted directly by the instructor and other local district staff. Note that only course-based pathways will have pretests, and that implementation will occur over several years as the test development process follows revision of Career Field Technical Content Standards and creation of course outlines.

Industry-recognized credentials may substitute course-level WebXam assessments where permitted. When a student is reported as having earned an aligned industry credential (test score of “P”), the industry credential will count as part of the calculation of a student’s pathway technical assessment. The average proficient score of the course-level WebXam assessment that the industry credential is replacing will be the test score used for the industry credential. For a full list of industry-recognized credentials that may be used in lieu of WebXams, please reference the CTE Program and Assessment Matrix. Please note, districts should report all industry-recognized credential attempts, regardless of score.


calculation of student summative pathway score

In order to allow for College Credit Plus course grades and industry-recognized credentials to be used in lieu of WebXams, the Department calculates student-level pathway technical assessment scores. The calculation will remain consistent with the calculation as performed by Center on Education and Training for Employment in prior years. However, technical assessment pathway scores now include College Credit Plus course grades and industry-recognized credentials earned when reported in Education Management Information System.
